I wasn't sure where to place this, but I was going through the boat checking things prior to a trip and found this. I'm sure I have never used it so what its for is.....?

It is an alloy rod with a bend and a pin.

the windless clutch release.
See if it fits the rectangle slot in the top of the windless capstan.

windlass clutch release. I have mine tied inside the anchor locker.
